Introduction

PURPOSE
- To establish minimum standards governing the performance of Technical Surveillance Countermeasures (TSCM) surveys as performed by TSCM personnel.
- To establish procedures for actions to be taken in the event of the discovery of a clandestine surveillance device.

APPLICABILITY
- Compliance with this manual is suggested for all TSCM personnel.
- There may be instances when deviation from the material contained in this manual may be necessary; should that occur, the TSCM services division/administrator should be notified, in writing, within ten days.
- Suggested changes or additions to the TECHNICAL SURVEILLANCE COUNTERMEASURES SERVICES MANUAL may be submitted to TSCM Director for evaluation.

DEFINITIONS
- Technical Surveillance Countermeasures Survey. A thorough electronic, physical and visual examination performed by qualified TSCM personnel, to detect unauthorized audio and video devices and security weaknesses within serviced areas. Surveys consist of four basic phases, the alerting and non-alerting phases being those performed on site, and the pre and post survey activities.
- Technical Surveillance Countermeasures Monitor. A limited TSCM survey, generally performed prior to, and during, sensitive meetings, conferences and briefings. This type service consists of as thorough a physical examination as time permits, prior to the start of the scheduled activity, followed by a thorough electromagnetic spectrum analysis.
- TSCM Consultation. A thorough examination of a proposed or existing facility to provide recommendations on ways to improve or enhance the security of the subject area. This may include review of blueprints, construction proposals and inspection and evaluation of the facility and surrounding area.
- Technical Surveillance Devices. Those devices which are intentionally introduced with the intention of secretly/illegally gathering information.
- Technical Security Hazard. A hazard or weakness which may be exploited in gathering information. (Examples: a public address speaker located in a sensitive area. Wireless microphones utilized during sensitive meetings.)
- Two-Man Concept. Procedures direct that under normal circumstances, no fewer than two appropriately trained personnel will perform a TSCM survey or monitor. (This serves the dual purpose of having a safety observer present as well as someone with which to discuss unusual indicators.)
- Technical Surveillance Countermeasures Program. A program designed to provide detection and denial.
- Detection. That portion of a survey which is performed to locate a clandestine surveillance devices.
- Denial. That portion of the survey which is performed to identify any weakness in the physical security posture of the serviced area which might permit unauthorized entry for the purpose of placing clandestine listening devices. Such entry may be nothing more than inserting a listening device through an existing opening in a wall above a false ceiling.

LIMITATION
Technical surveillance Countermeasures surveys do not rectify or eliminate existing security problems nor protect against the future introduction of clandestine surveillance devices. Such surveys only indicate the technical security status of the serviced area at the time of the completion of the service. Uncontrolled access of unauthorized persons and the introduction of new furnishings or equipment could subsequently result in the introduction of such devices.
